Shahid Hussain Asad

Shahid Hussain Asad is a seasoned public sector professional who retired as Federal Secretary, Statistics Division, Ministry of Finance, after over 35 years of service. A member of the 8th Common, he held senior positions in the Federal Board of Revenue (FBR) including Senior Member (Inland Revenue Policy), Member Inland Revenue, and Director General (Intelligence & Investigation – Inland Revenue). As a policy maker and tax administrator, he played a pivotal role in modernizing Pakistan’s tax system, notably introducing the concepts of “Filer” and “Non-Filer,” establishing the Inland Revenue’s first intelligence agency, and driving record revenue growth.
Mr Asad has also contributed significantly as a trainer and mentor, serving in the National Tax Academy and teaching at institutions including University Law College Lahore and Civil Services Academy, Lahore. Post retirement, he has remained active in corporate governance and advisory roles, including as Independent Director on boards of leading companies, Advisor to the Overseas Investors Chamber of Commerce & Industry, and Consultant to the World Bank. He currently serves as Executive Director of a Karachi-based business group and continues to write and speak on taxation and economic policy.
