Khawaja Farooq Saeed

Khawaja Farooq Saeed is a seasoned jurist and public servant with over two decades of distinguished service in Pakistan’s judiciary and tax administration. Born on March 3, 1951, he holds an MA, LL.B, and DTL and began his career as an advocate in lower courts (1973–1975) before practicing at the Lahore High Court for 21 years. His judicial tenure includes pivotal roles as Judicial Member (1995–2004) and Chairman (2004–2007, 2009–2011) of the Income Tax Appellate Tribunal, followed by his appointment as Justice of the Lahore High Court (2007–2009).

Beyond the judiciary, he has contributed to governance as a Board Member of the Bank of Punjab (2012–2020) and Chairman of the Punjab Health Initiative Management Company (2018–2024). A founding member of the All Pakistan Tax Bar Association, he also served as Secretary General of the Lahore Tax Bar and advised the Federal Finance Minister’s Committee.

Internationally, he represented Pakistan at over 30 conferences, including the International Fiscal Association (Delhi, 1988), IOC Round Table (Singapore, 2000), and ANOC juridical commissions. His expertise spans tax law, sports arbitration, and environmental advocacy, with published articles and keynote lectures to his credit. A decorated athlete, he earned 9 national medals and led Pakistan’s sports diplomacy as President of the Wushu Federation, Vice President of the Pakistan Olympic Association (2004–2012), and Chef de Mission for the South Asian Games (2006). His legacy blends legal acumen, administrative excellence, and a lifelong commitment to sports and civic leadership.
