Tahir Mahmud

Tahir Mahmud is a highly accomplished financial advisor, legal practitioner, and former civil servant with over 35 years of service in the Pakistan Audit & Accounts Service (PA&AS), inducted through the prestigious Central Superior Services (CSS) in 1979. Over his distinguished career, he has served in key leadership positions such as Accountant General Pakistan Revenue, Accountant General AJK, Deputy Auditor General, and Director General in various ministries and departments of the federal and provincial governments. His portfolio includes spearheading audits of foreign-funded projects and Pakistan’s overseas missions, as well as leading policy development and financial reforms under the World Bank’s PIFRA project.
An expert in public sector financial management, Mr. Mahmud also played a pivotal role in institutional capacity building by designing and leading nationwide training programs, including the training of 33,000 Drawing & Disbursing Officers across Pakistan. He has served as a visiting faculty member at leading institutions including the University of the Punjab and the National School of Public Policy. Post-retirement, he continues to offer his expertise as a legal and financial consultant to both public and private sector clients, including FBR, State Life, WASA, and the World Bank-funded PMDFC project. He specializes in taxation, administrative, and constitutional law, and represents clients before High Courts and administrative tribunals. He holds degrees in Economics, Finance (MBA), and Law (LLB, WTO Law), and has completed executive education at Duke University and Cambridge University.
